Don't forget Yip's Chinese restaurant. One of the best deals in NYC. Large portions, great variety and definitely under $10. I think its around 52nd street between 5th and 6th ave. Last time I was there the average meal was $6. No great ambiance, but what do you want for $6 bucks!
