20. Alberto Gonzales
Gonzo made history by becoming the first Hispanic attorney general of the U.S., then managed to disgrace his heritage by coming across as scummier than John Ashcroft. A staunch defender of government surveillance in nearly all forms, he will be remembered for defending an extensive National Security Agency wiretapping program on ordinary U.S. citizens and for canning U.S. attorneys who were deemed disloyal. He resigned within three years of accepting his cabinet post.
