Photo: Patrik RytikangasYear-round permits will be granted, in order of seniority, to current summer permit holders, and then to those on the top of the wait list. While the queue is currently 400 strong, you don’t actually have to own a boat to apply (you just have to fill out an application for a summer permit [nycgovparks.org] and mail it in with a $60 check). Alternately, you can score a kayak permit for $15, and pass your evenings back on land.
